Top 10 Cookie Tin Manufacturers in the World by 2026: A Buyer’s Comparison

Top 10 Cookie Tin Manufacturers in the World by 2026: A Buyer’s Comparison

Jul 16, 2026

It is easy to find a cookie tin supplier. Finding the right manufacturer for a custom programme of retail, seasonal or export packaging is much harder.

Some companies have internal metal printing and forming facilities. Others specialise in stock tins, local embellishment, packaging design, food filling, or regional distribution. Two suppliers might both sell cookie tins, but be appropriate for altogether different projects.

A bakery trying a small seasonal range might need stock tins with fast local print. A multinational biscuit maker may require proprietary tooling, exact colour control, fitted inserts, retail packaging, food contact documentation and stable repeat production over a number of years.

This guide compares ten established cookie tin manufacturers and speciality suppliers in China, the United States, the United Kingdom, France and South Africa. It’s about real-world procurement fit, not the idea that all companies are interchangeable.

The ranking is an editorial comparison based on publicly available company information and suitability for custom cookie tin projects. It is not a standalone certification and it does not claim to say that one supplier is better than another for every buyer.

How We Rated the Manufacturers

The companies were rated based on what matters most for a wholesale cookie tin project.

These include: cookie and biscuit packaging experience, direct manufacturing control, available shapes and moulds, metal printing capability, decorative finishes, food packaging support, MOQ flexibility, regional service, export experience and the ability to support a project from concept to delivery.

We also looked at the company's business model. For a large custom programme, a direct OEM factory may be the best choice, for a small and urgent local order a stock-tin distributor may be more practical.

This distinction is important. The best supplier is not always the one with the largest factory or the lowest starting price. It’s the company with a production model similar to the project. [1] A Systematic Review on Supplier Selection and Order Allocation Problems

1. Jinyu – Best Overall Custom OEM & ODM Cookie Tins

Jinyu is a China-based metal tin packaging manufacturer that caters to bakery brands, food companies, importers, packaging distributors and private-label buyers.

The main advantage is that it has a big existing library of moulds and it can do direct custom production. Buyers can purchase round, square, rectangular, octagonal, window-lid, hinged, handled and special-shaped cookie tins without automatically opening a new mould for every project.

The company supports the main phases of a custom cookie tin programme including structure review, choice of mould, preparation of artwork, CMYK and Pantone printing, metallic effects, embossing, surface coating, inserts, sampling, mass production, inspection and packing for export.

That is what makes Jinyu especially relevant for brands that need more than a stock tin with a label. One connected project through which a buyer can coordinate tin structure, cookie arrangement, protective insert, retail presentation and shipping plan.

Existing tooling can also help reduce development cost and shorten the path from concept to sample. If a brand requires a proprietary size or a recognisable seasonal shape, new tooling is still available.

Main products: Round biscuit tins, square cookie tins, rectangular gift tins, embossed tins, window tins, handled tins, Christmas cookie tins and custom food grade metal packaging.

Best for: bakery brands, biscuit manufacturers, importers and distributors who want factory-direct OEM or ODM production with a lot of structural options and export support.

Possible limitation: Overseas custom production takes time enough for sampling, printing, manufacturing and shipping. It is less convenient for buyers who only need a few dozen tins or local replenishment immediately.

2. Independent Can Company – Best Decorative Cookie Tins Made in the USA

Independent Can Company is among the most established speciality metal packaging manufacturers in the United States.

It has a strength in the control of the key stages such as prepress, metal lithography, manufacturing and shipping. This offers a domestic option for decorative cookie tins to US buyers that does not require coordinating production through a number of unrelated suppliers.

The company has a large stock range and custom cookie tins. Its manufacturing capabilities include a variety of shapes, printed surfaces, decorative finishes, speciality closures and embossed details.

If a brand cares about US manufacturing, the ability to communicate in the same time zone and have shorter domestic logistics, Independent Can is a great option. The company is also relevant to established seasonal and promotional programs requiring repeatable colour and manufacturing control.

Another one is the stock programme for smaller projects. Buyers below the normal minimum order quantity for a completely custom production run can start with an existing tin and customise it through decoration or branding.

Main products: Decorative Cookie Tins, Popcorn Tins, Seamless Tins, Custom Promotional Tins, Hermetic Cans & Speciality Metal Packaging.

Best for: North American brands focused on domestic manufacturing, integrated lithography and proven decorative can experience.

Possible limitation: completely bespoke sizes, tooling and lithographic programmes may need larger quantities and higher budgets than adapting a stock tin.

3. Silver Crane — Top for Creative Tin Building & Seasonal Biscuit Gifts

Silver Crane integrates tin design, packaging development, manufacturing coordination, food sourcing, co-packing and global logistics.

Its position is not like that of a normal empty-tin factory. The company shines when the tin is part of a complete seasonal food gift, not just a container dropped off at a bakery.

Its design team develops custom concepts, new structures, visual themes and tactile packaging details. It also offers private-label biscuits and cookies, retail sleeves, display trays, cartons and store-ready presentation.

The emotional appeal of Silver Crane makes it particularly suitable for Christmas, heritage, souvenir and premium gifting programmes where manufacturing cost is as much a consideration as emotional appeal.

One partner can manage all the elements for a buyer who needs a shaped biscuit tin, a seasonal concept collectible, filled food, display packaging and retail delivery.

Main products: Include made to order biscuit tins, seasonal food gifts, novelty tins, confectionery tins, souvenirs, private-label cookies and retail-ready packaging.

Best for: UK and European retailers looking for creative development, unique structures, filled products and full seasonal gift programmes.

Possible limitation: buyers seeking the lowest price per unit for a very large order of standard empty tins might be better off with a commodity OEM factory directly.

4. Allstate Can Corporation – Best for U.S. Lithography & Flexible Metal Can Formats

Allstate Can offers custom and stock metal packaging for cookies, cakes, candy and other food products.

The company has a key strength in in-house lithography capability. It is suitable for prepress, offset metal printing, colour reproduction and printed surfaces designed to withstand subsequent stamping and fabrication.

This is critical for a cookie brand because the artwork is typically printed on flat metal before the tin is formed. Lack of control between printing and forming can lead to distorted borders, logos out of place or damage to coatings around corners.

Allstate also offers seamless and multi-piece cans, several closure styles, and a variety of shapes. This offers buyers more structural options than a typical round holiday tin.

The company fits well with North American brands looking for domestic production, technical printing support, and metal formats that can go beyond traditional biscuit packaging.

Main products: Include cookie and cake tins, seamless tins, two-piece and three-piece cans, coffee cans, window tins and custom printed metal packaging.

Best for: US food brands looking for litho printing, multiple construction formats and domestic manufacturing support.

Potential downside: Cost may be higher than large Asian programmes which are primarily designed around unit-price efficiency due to domestic manufacturing and advanced printing.

5. Massilly Group — Best Decorated Tins Made in Europe

Massilly is a French metal packaging group with a wide international network and manufacturing know-how in food cans, closures, industrial packaging and decorated tins.

Its main attraction for buyers of cookie tins is the availability of European manufactured personalised packaging, with a choice of stock formats, smaller personalised runs or fully custom projects.

We support round, square and rectangular decorated tins, printing, embossing and tailored formats. It also provides European customers with technical and logistics support.

Massilly is particularly relevant when European manufacturing, regional warehousing, food-packaging standards and shorter intra-European supply chains are more important than the lowest ex-factory price.

This combination of custom development and standard formats gives brands a choice of quantity and deadlines. You may start with a format already in place for a pilot project, but a larger retail range could lean towards a more bespoke structure.

Main products: personalised metal boxes, decorated tins, stock tins, food cans & custom European metal packaging.

Best for: European food brands looking for regional manufacturing, food-packaging support and a range of standard and customised formats.

Potential limitation: Not cost-effective to source from a European manufacturer for very large price-sensitive orders. High volume Asian OEM.

6. Crown Speciality Packaging – Ideal for Major Brand and High Volume Programmes

Crown is a global metal packaging company with expertise in food, beverage and aerosol and speciality packaging.

Its promotional tin division provides round, square and other decorative formats for cookies, confectionery, beverages and premium gift products. Crown also offers advanced decoration and finishing techniques for a great shelf impact.

Large consumer brands can benefit from Crown’s international footprint, technical capabilities and experience in dealing with complex packaging programmes. It is especially relevant when a project requires multinational coordination, large production volumes and access to specialised decoration.

“The company has a lot more capabilities than your average cookie tin supplier. This can be a benefit for global brands creating coordinated metal packaging across multiple markets or product categories.

Main products: promotional tins, food packaging, speciality metal containers, decorated tins and sophisticated printed packaging.

Best for: large brands and multinational programmes that require scale, sophisticated decoration and established global manufacturing systems.

Possible limitation: The size and structure of the company’s programme may be less accessible for small bakeries, startups and low-volume private-label projects.

7. William Say & Co. - Finest British Cookie Tins

William Say & Co. is a British metal can manufacturer with a history of producing tins for biscuits, confectionery, candles and promotional products.

The main difference is that it’s UK made.
We offer custom printing and embossing services for projects ranging from relatively small quantities to large production runs.

This is a handy option for British brands looking for shorter local supply chains, domestic factory access and “Made in Britain” positioning.

William Say can also supply decorative food packaging and bespoke printed slip-lid tins. Local manufacture may make communication, proof approval and logistics easier for regional bakeries, hospitality brands and premium British biscuit collections.

Main products: Cookie tins, candy tins, candle tins, promotional cans & custom printed metal containers.

Best for: UK brands wanting locally produced tins, bespoke printing and more regional co-ordination.

Potential drawback: May have a more limited range and international service network than multinational groups or large Asian factories with extensive mould libraries.

8. Can It – Best for South African & Regional Custom Tin Projects

A South African manufacturer and supplier of custom tin packaging, including biscuit and cookie tins.

They make and sell branded tins that can be reused after the original food is eaten. This is especially relevant for gift biscuits and promotional packaging where the long term existence of the tin increases brand visibility. [2] Introducing Reusable Food Packaging: Customer Preferences and Design Implications for Successful Market Entry

It offers custom printed tins with logos and artwork for food, gifts and promotional products. Regional access can ease some of the communication and logistical difficulties of sourcing from overseas for buyers in South Africa and neighbouring markets.

It is therefore worth considering when the buyer values local market understanding, regional delivery and established experience with promotional metal packaging.

Main products: biscuit tins, cookie tins, promotional tins, collection tins, branded metal packaging.

Best for: South African companies, custom tin packaging and regional brands with local support.

Potential limitation: Less publicly available information on standard MOQ, production capacity, lead time and global fulfilment, these should be confirmed directly.

9. TinMen – Best for Traditional High-Volume China OEM Projects

TinMen is a China custom tin box manufacturer that offers cookie, biscuit and other food tins for wholesale projects.

The company has a large collection of existing moulds, supports different shapes, surface finishes, printing processes and accessories. This is perfect for buyers who want to build a traditional custom cookie tin without having to design every structural element from scratch.

It has a published range of cookie tins in round, rectangular, cylindrical, hinged and embossed formats, with seasonal and branded packaging.

TinMen will be most useful to importers, packaging distributors and established brands who can meet a standard factory MOQ and want to compare several China-based OEM suppliers.

Main products: cookie tins, cake tins, biscuit tins, embossed metal boxes, Christmas tins, and food packaging (private label).

Best for: large custom orders with existing moulds, standard offset printing and export manufacturing.

Possible Limitation: The MOQ listed for custom cookie tins may be too high for very small brands who are testing out their first design.

10. Atlantic Can Company – Best for Stock Cookie Tins and Fast Personalisation

Atlantic Can is a leading U.S. wholesaler of decorative tins, cookie tins and related packaging.

The biggest plus is that they have products in stock. Instead of waiting for a whole new structure to be created, buyers can pick from the existing cookie, candy and nut tins.

The company also provides on-site silk-screen, digital and lithographic decoration. It offers a practical solution for bakeries, corporate gift companies and regional food companies that require branded packaging in smaller quantities or with tighter deadlines.

Atlantic Can is not the same type of supplier as a factory that does proprietary tooling and full OEM development. Its value is in simplifying the procurement process when an existing shape and size already fulfils the product requirement.

Primary products: Include stock cookie tins, holiday decorative tins, nut tins, candy tins, inserts and personalised metal packaging.

Best for: US bakeries, gift suppliers and small brands wanting ready-made tins with faster local decoration.

Potential limitation: If buyers need a unique mould, exclusive dimensions, or highly integrated factory production, they may need to go to a direct, bespoke manufacturer instead.

Food Gifting Partner, Manufacturer or Supplier?

The term “cookie tin manufacturer” is a popular phrase used in a wide range of online searches, but not all of the companies in the market play the same role.

The metal packaging is manufactured and assembled by a direct producer.
The integrated manufacturer may also do the printing of the tinplate in-house. A specialist supplier will often have tins in stock and do branding locally. A design and food gifting company might coordinate the tin, biscuits, inserts, cartons and retail distribution through a number of production partners.

None of these models is better by default.

The right choice depends on whether the buyer puts a premium on full structural customisation, low MOQ, fast local supply, filled food products, domestic manufacturing or lower high-volume OEM costs.

What buyers should look for when selecting a supplier

Procurement item Procurement item Why it matters
Business model Direct factory, stock supplier, decorator or food-gifting partner Determines the level of control, customisation and coordination available
Tin structure Size, shape, depth, lid type, mold ownership and insert Affects cookie arrangement, protection, shelf appearance and tooling cost
Food-contact approach Internal coating, food-contact documentation and use of an inner pouch “Food grade” should be supported by specifications relevant to the destination market
Seal performance Slip lid, plug lid, gasket, latch or inner bag A decorative tin is not automatically hermetic or airtight
Printing CMYK, Pantone, metallic effect, white base, embossing and proof method Determines colour accuracy, appearance and cost
MOQ Total MOQ and MOQ per artwork or size Several designs may create separate setup requirements
Sampling Digital mockup, plain sample or printed production sample A physical sample reveals forming, colour and closure issues that screens cannot
Packing and freight Individual protection, dividers, carton size and shipping terms Poor packing can cause scratches, dents and avoidable landed costs

Will cookie tins keep cookies fresh?

Cookie tins protect biscuits from crushing, light, handling and moisture in the environment. But a decorative slip-lid tin isn't necessarily perfectly airtight.

However, the real freshness system can be dependent on the fit of the lid, inner coating, moisture level of the cookie, storage environment and whether the cookies are put in a sealed pouch before entering the tin. [3] Moisture Adsorption Behaviour of Biscuit During Storage Investigated by Using a New Dynamic Dewpoint Method

Many retail brands place an inner food pouch or wrapped tray inside the decorative tin. The pouch is the main barrier to moisture and aroma, the metal tin gives structure, presentation, gifting value and re-usability.

This system should be set up before buyers choose the tin. Until the cookie count, size, arrangement and inner packaging are known, a manufacturer cannot recommend the correct dimensions or insert.

Stock Mould or New Mould?

The most practical route for a first order is normally existing moulds.

They take out or cut down tooling investment, speed up structural development and give the buyer the chance to view an existing sample before they decide to print.

When the packaging requires a proprietary footprint, unusual depth, shaped outline, custom window, special closure or distinctive seasonal structure, it becomes worth the expense of a new mould.

It may not be commercially viable to make a new mould just to alter a standard dimension by a few millimetres. Before purchasing new tooling it is advised that buyers review the manufacturer's existing mould library and identify the closest formats to the cookies and inserts in question.

How many designs should the buyer buy?

A large total order split between many designs may not be as efficient as expected.

Each design may require individual artwork review, colour approval, printing setup, production identification and packing. The buyer should therefore ask if the MOQ applies to the whole project or each artwork.

It is generally safer to start a first collection on a controlled range. Two or three coordinated designs in one major tin size provide enough variety without too much inventory.

Sales data can then feed into future seasonal releases, alternative sizes or premium embossed versions.

Local Producer or International OEM Manufacturer?

Local and overseas suppliers address different problems.

A local manufacturer or stock supplier can provide easier communication, quicker replenishment, knowledge of regional compliance and less complex domestic goods. This is good for urgent, smaller or constantly refilling programmes.

Overseas OEMs are typically better for high volume custom printing, large mould libraries, special structures and lower unit manufacturing cost.
The trade-off: a longer timeline for sampling, production and international transport.

And the right comparison is not local price vs. factory price. Buyers should do one landed cost by comparing tooling, unit price, sampling, inspection, packaging, freight, duty, lead time and inventory risk. [4] An Evaluation of Vendor Selection Models from a Total Cost of Ownership Perspective

Buying Cookie Tins: Common Mistakes

A common mistake is to ask for a quote before giving cookie dimensions, count and arrangement. Supplier cannot recommend an accurate tin size based on product weight only.

Another error is to assume that all tins of food are airtight. Standard decorative
lids offer reclosure and protection but the inner pouch may still be responsible for shelf life.

Buyers often sign off work from just a computer screen. The colour is affected by the white base, tinplate reflection, coating and forming process. Printed metal behaves differently from paper.

Finally comparison of quotations without checking material thickness, printing coverage, inserts and export packing can lead to a false price comparison.
A lower quote might just have less in it.

Questions and Answers

What is the usual MOQ for custom cookie tins?

MOQ varies greatly. Smaller quantities may be available with stock tins that have labels or local digital printing, but fully lithographed custom tins generally require several thousand units. The requirement can change with new moulds, many designs and complex finishes.

What is the best shape of cookie tin?

Round tins remain a favourite for butter cookies and classic gift collections. Square and rectangular tins are economical of shelf and carton space. Special shapes are good for seasonal gifts but may add to tooling and packing costs.

Can cookies touch the tin?

This is dependent on the internal coating, the relevant food contact requirements and the product. Many brands put cookies in a sealed pouch, or a paper cup, tray or divider before they are loaded into the tin.

Can I order a printed sample?

Yes, especially if the design has critical brand colours, metallic areas, embossing, a window or a new mould. A physical sample is a more reliable reference than a digital mock-up.

How long does a cookie tin project take?

The time line is depending on mould, artwork, sample approval, printing schedule, quantity, packing and transport method. A local-decorated stock tin may be much faster than a newly lithographed overseas structure.

Can I recycle cookie tins?

Tinplate packaging is recyclable and can be recycled for use in storing household items. Buyers should still check local collection and recycling regulations in the destination market.

What information do you require for a quote?

Cookie dimensions Number of pieces per tin Required tin size or fill weight Estimated quantity Number of artworks Target market Desired lid Insert Finish Packing method and delivery location

Conclusion and Recommendation

There is no one cookie tin maker that is ideal for every purchaser.

Jinyu is a good choice for your brand if you are looking for factory-direct OEM and ODM development, existing moulds, custom printing, inserts and export production. Can and Allstate Can are especially important for programs made in the U.S.
Silver Crane is well placed for creative seasonal food gifts and Massilly and William Say has strong European manufacturing options.

Crown is suited to larger multi-national programmes. It has regional support in southern Africa. TinMen has another China OEM option. Atlantic Can is practical for US buyers able to adapt a stock tin.

The right supplier should be chosen based on product dimensions, order volume, level of customisation, destination market, timeline and landed cost – not the lowest quoted unit price.
