Malaysia Imposes Up to 36.8% Anti-Dumping Duty on Tinplate from China, India, Japan, and South Korea

Kuala Lumpur, January 11 — The Malaysian government has announced the imposition of preliminary anti-dumping duties on imports of tinplate (cold-rolled steel products or tin-coated non-alloy steel) from China, India, Japan, and South Korea, effective from today. The duty rates range from 2.52% to 36.8%.

According to a gazette issued by the Attorney General’s office, this decision follows evidence of dumping found during a preliminary investigation, which revealed that the export prices of imported tinplate were below normal prices, causing substantial harm to domestic industries producing similar products.

The complaint was filed by the Malaysian Tinplate Manufacturers Association (PERSTIM) in July 2022, claiming that the prices of these products were "significantly lower" than those in the countries of origin. In response, the Ministry of Investment, Trade, and Industry (MITI) launched an anti-dumping investigation in August 2022.

The company involved, Malaysian Tinplate Industries, produces tinplate used in food and beverage cans.

To prevent further damage to the domestic industry during the investigation, the authorities have imposed a temporary anti-dumping duty on these imports to protect Malaysian manufacturers from the negative effects of unfair pricing.

A final ruling on the investigation will be made within 120 days, by January 11.
